Categories (mutually exclusive): • USA — POTUS/Cabinet/JCS/federal agency (DOD/NASA/ODNI/CIA/State/AARO) on a .gov domain • Russia — President/PM/MFA/MoD/Roscosmos on kremlin.ru, mid.ru, mil.ru, roscosmos.ru, government.ru • China — Chairman/State Council/MFA/MoD/CNSA on gov.cn, fmprc.gov.cn, mod.gov.cn, cnsa.gov.cn • Other country or international organisation — G20 country, ESA, UN, IAU, or Holy See (Pope ex cathedra only) • Nobody — no qualifying confirmation by 23:59 MSK December 31, 2026 Resolution requires UNAMBIGUOUS confirmation ("We confirm extraterrestrial life exists" / "We have recovered non-human technology") corroborated by ≥2 of Reuters/AP/BBC/TASS/RIA/NYT/WSJ/Bloomberg within 72h. Declassification of archive files (e.g. PURSUE program labeled "unresolved") does NOT count. Leaks, retired officials, documentaries, social posts without .gov archive, hedged statements ("possibly", "cannot rule out") do NOT count. Tie-break: earlier UTC timestamp wins. If second-level tie: proportional distribution between winning countries.
